The topic came up as a slim possibility during our recent tax reform discussions (which ultimately failed so will restart). What honestly helped the most was relationships. The Senate chair of tax reform is my cultural caucus co-chair and he made sure everything I asked for was in the final bill. Which the legislature did pass but the people of UT repealed amazingly enough so we are back at the starting line for tax reform.

Nonprofits do end up often paying property tax in UT however. Our statute only exempts property owned by nonprofits if they use the property entirely for charitable purposes, and the tax commission has ruled that any earned income from property causes them to lose exemption (i.e. renting out the lobby for events). This is an issue in our long term plans to fix because to make changes to property tax exemption requires a constitutional amendment.
