I’m simplifying here, but: For the City of Austin Cultural Arts Division, in general it’s no more than 25% for organizations under $1 million and 20% for organizations over $1 million.  The percentage is based on the operating budget expense average of the two most recently completed fiscal years.

The Norfolk Commission on the Arts and Humanities grants no more than 10% of the previous year’s actual income, which can include a grant from the Commission for that year. It is almost always much less.
