Hi Melissa, check out the Boston AIR materials at this link. The second and third year of artist residencies were rooted in the City of Boston Community Centers (BCYF.) I was with the City of Boston at the time, and had a major role in shaping this program and would be happy to talk with you more about our experience. I know the department is now engaged in doing a formal evaluation of the first three years of the program. 

In Los Angeles, there were artist residencies in both park-based centers and libraries see information at this link, my Metris colleague Susannah Laramee Kidd was with LA County Art Commission at the time and worked on an evaluation of that program.
