We are in charge of managing Indianapolis’ traffic signal control box art program.  The city entrusts us to perform the artwork “quality control” and interface with the community to make sure the city’s needs are met in any community-initiated TSB project.  We are not a city agency—we are a private nonprofit and are the local arts agency for our city/county.

There is no permitting process for this—it’s a memorandum of understanding between the city and the community reps that are doing the project.  We worked with the city’s various departments to structure the program so that no permit is needed, and the project guidelines and requirements cover what a permitting process might include.  We monitor that the requirements are met.

Happy to speak more about this!

Hello all,

Does your city have a program/process for community-initiated mural projects on public property (i.e. retaining walls, traffic boxes, etc.)? If so, what is the review or permit process for these requests?

Looking for examples of projects that are not commissioned by the city and do not use public funds.

Many thanks!
