This may not be the scale that your constituent is looking for, but a few years back the National Endowment for the Arts created a set of livability indicators. These are community-scale indicators, so they may not be helpful for a specific art installation. Language from their site:

 

The NEA’s Office of Research & Analysis (ORA) created this list of indicators for the purpose of tracking changes in outcomes that are broadly important to the field of creative placemaking. ORA developed the indicators with the NEA’s Design staff in a highly iterative process involving researchers, arts practitioners, and experts in community development. 
 
The indicators cannot be used in isolation to measure effects stemming directly from creative-placemaking projects. Rather, they are meant to allow planners and administrators of such projects to understand how several defining aspects of a community can show up in large, public datasets, and how this knowledge can be used to guide implementation or evaluation of place-based arts initiatives.
