As a response to John’s comment, in our town the same problem has been an issue.  There are other materials, far less desirable for thieves, to use such as plexiglass or engraved stone.  I embed my bronze plaques within my mosaic and this seems to make them less noticeable and hopefully harder to steal.  AND, the ones I order are tiny (1”x5”) and probably not worth the trouble.
