Marjorie--a good first step is to define the useful life of the piece at the outset of the design process and build that into the contract, insurance policies, etc. If the piece has reached the end of its stated life, you can deaccession it without raising much, if any, question. Of course if it has become beloved by then, you can have the community discussion about what it would take to extend the life.  But if it becomes problematic before then, you can build a list of criteria that would lead to a conversation about deaccessioning, or you can simply remind people that in 2 years or whatever it will be gone anyway.

I think the concept of assuming all public art is temporary--even if "temporary" means 10 or 25 years--is one that we can all get on board with, and our communities would appreciate.
