The City of Norfolk just wrote a strategic plan. One of the strategies is to, “Pay all City Contracts with artists and creatives at rates that would produce a living wage of at least $28,000 annually.”
The over-arching goal is, “Directly and indirectly support the ability of artists and creatives to earn sustainable livings in Norfolk.”

The City of Albuquerque Arts Board and Public Art Program are looking for examples of broad, overarching statements of support for paying artists for any type of creative services/business relationships with local government. We acknowledge
that sometimes we in the Public Art Program still get backed into issuing certain types of “requests for proposals” rather than RFQ’s , which flies in the face of such statements, but we are trying to get away from that by exploring statements and policies
that we can share with our board, committees and other departments that still expect creative work to be submitted “on spec” like other professional architectural and engineering services – or worse, just flat out expected to be volunteered (like holiday/special
event decorations).
