Wow! I had planned to send this reply just to Sherri, but I think I will share it. $28,000 is not a living wage…so here goes:

Hi Sherri, 

Thank you for asking this question. The reliance on proposals in order to select an Artist has gone far beyond what anyone ever expected. Pay equity is a fair question to ask and it merits discussion.
The competition within the field has soared while the number of opportunities has increased but not at the same rate. Also, Public Art attracts a diverse group of professional artists and designers. Most proposals now require two-three works of full-time effort, because the level o f expectation, has risen as well: 3D imaging visualizations both day and night, animations, etc….
Artists are not compensated like architects and engineers. Many Architects, Landscape Architects and Engineers work for large firms that absorb the cost of  proposals as marketing expenses. (It does not affect their salaries.) Also, in these fields the reward for winning usually provides much greater compensation to the firms. This is less so for small businesses like Artists. 
The average salary for an Artist is in Seattle is: $50,000-$68,000; The average wage for an Architect in Seattle is: $60,000-106,000; The average wage for an Engineer in Seattle is: $66,000-111,000. 

Another concern is the number of low-cost proposals requested by RFP’s.  Now calls will request up to six Artists to make proposals, with compensation averaging around $1,000, with minimal travel expenses…as a way to save cost and promote local Artists. 
This is a very different field than the one that I entered so many years ago, when RFQ’s were the standard method of Artist Selection. 
I am very curious to learn more about the answers that you receive to your post.

The City of Norfolk just wrote a strategic plan.  One of the strategies is to, “Pay all City Contracts with artists and creatives at rates that would produce a living wage of at least $28,000 annually.”
The over-arching goal is, “Directly and indirectly support the ability of artists and creatives to earn sustainable livings in Norfolk.”

Hello,
The City of Albuquerque Arts Board and Public Art Program are looking for examples of broad, overarching statements of support for paying artists for any type of creative services/business relationships with local government. We acknowledge that sometimes we in the Public Art Program still get backed into issuing certain types of “requests for proposals” rather than RFQ’s , which flies in the face of such statements, but we are trying to get away from that by exploring statements and policies that we can share with our board, committees and other departments that still expect creative work to be submitted “on spec” like other professional architectural and engineering services – or worse, just flat out expected to be volunteered (like holiday/special event decorations).
