This is my perspective on this ongoing issue.
It is our policy that we do not ever ask artists to work for free, as in developing a project design up front. Developing a meaningful proposal takes time, and in depth research. And, as Vicki pointed out, on the higher level, it can
involve paying for digital renderings from staff or vendors and other expenses. Also, I am left wondering how meaningful or valuable an off the cuff proposal drawing or concept can be. It has always concerned me that an artist can get invested in something
that is going in the wrong direction, and that they are developing a pro
When we have finalists who are expected to develop a proposal, we provide them with a fair amount of information, access to additional resources, access to individuals relevant to the project, and we expect them to visit the site. And,
we try to limit our finalists to 3.
It is my experience that some artists invest their time and energy based on the number of finalists. If there are 7 finalists, it says that their chances of getting the project are not great. And, it also can communicate that the art selection
panel is unclear about their goals and vision.
That said, I know that our proposal design fees do not even come close to the cost of developing a fully-fledged final proposal. That is an ongoing challenge.

It is a goal to make sure all artists – those right out of school, self-taught muralists, and anyone who identifies themselves as an artist is paid. It is not for design work by an accomplished public artist. Sorry I didn’t really clarify

This might not be quite what you are looking for….
The City of Norfolk just wrote a strategic plan. One of the strategies is to, “Pay all City Contracts with artists and creatives at rates that would produce a living wage of at least $28,000 annually.”
The over-arching goal is, “Directly and indirectly support the ability of artists and creatives to earn sustainable livings in Norfolk.”

Hello,
The City of Albuquerque Arts Board and Public Art Program are looking for examples of broad, overarching statements of support for paying artists for any type of creative services/business relationships with local government. We acknowledge
that sometimes we in the Public Art Program still get backed into issuing certain types of “requests for proposals” rather than RFQ’s , which flies in the face of such statements, but we are trying to get away from that by exploring statements and policies
that we can share with our board, committees and other departments that still expect creative work to be submitted “on spec” like other professional architectural and engineering services – or worse, just flat out expected to be volunteered (like holiday/special
event decorations).
