I recommend Sebastian (born Enrique Carbajal) , a wonderful monumental sculptor based in Chihuahua. I first worked with him in New York City in the early 90s.

He has mounted numerous museum shows, received national recognition and international commissions, and started a cultural foundation to promote 'Mexican cultural values, especially in the arts.' He promotes other artists and diverse art
forms including preservation of lost techniques.
If his artwork doesn't appeal to your client, or is too expensive, he and his staff will likely help you find Mexican artists appropriate for your project.

In 2010 I commissioned major works from monumental sculptural artist Yvonne Domenge (Mexico City) for Millennium Park in Chicago.
She was lovely to work with. I also received about $250K from The National Council for Culture and Arts (Conaculta) in Mexico City to commission the work and gift the work to other cities within the US.
