I would also add that materials, size, and artist fee, are only a few of the factors to include in budgeting. A mural/mosaic that is intended to be narrative and detailed will likely require more up front research and time investment into the design development, than a mural that is intended to be abstract and bold and less detailed. And, the more detailed mural will require more time in fabrication than a more simple design. The substrate for the mural could also be a factor. Is it smooth and ready to accept a mural or does it need to be prepared?
