Hello Sherri,

I looked at the PAN Public Art Program surveys from 2001 and 2009, and they collected data about program location but I did not see the this referenced in the report at the level you are looking for.  There was information about the city, county, state level but not department level.

Maybe reaching out to Patricia or the head of the research team would be helpful? They might still have the data collected from those surveys.
