Lafayette, Indiana and Flint, Michigan come to mind. The Lafayette "Wabash Walls" project is spearheaded by the Tippecanoe Arts Federation, and there is a public art committee in Lafayette/West Lafayette that do other murals.  The Flint Murals are managed by the Flint Public Art Project.
