Hi,

Around here Toppenish, Washington and The Dalles, Oregon come to mind.  Also, the state of Oregon, through its travel division known as Travel Oregon, has developed a mural trail over the past two years, which our town is preparing to participate in.  Travel Oregon has lots of guidelines.
