In downtown jacksonville, art patron Preston Haskell teams with other organizations to place sculptures on private plazas, public ROW and Parks.  Currently, one is in the city's ROW and one is in a city park.  The City issues a ROW permit that allows the City to request removal at any time.  I would say the works are permanent any City sponsored public art.

·         Completed in the past ten years

·         Is permanent

·         Is site-specific and architectural in nature (requiring construction and physical alteration of the landscape)

·         Is privately owned/operated, AND...

·         Is presented on public grounds (like parks)
