Similar to Jacksonville, the city of Aurora, CO exempts artists contracts from general procurement processes.  However, this is not specifically addressed in the ordinance. It is addressed in a budget letter that continues from year to year.

The City of Jacksonville exempts "artistic services and performances" from the procurement code.  We just add a cover letter to any contract.  The cover letter asks for the exemption.
