Dear Mr. Mattimoe,

The Glass City River Wall committee should be advised that the way this "RFQ" is setup will not attract the best quality artists. This appears to be more of a hybrid RFP/RFQ, which is not appropriate for something of this scale. The prospectus requests that the artists develop a budget before any honorarium or fee has been paid. Most RFQs identify the overall budget that artists are expected to work with. Then we scale our work to fit the budget after we have been selected as a finalist. Developing a speculative budget for something this size is asking a lot from artists not yet getting paid and is risky given the unknowns such as the existing concrete conditions. The travel / honorarium fee should also be identified. As a public artist I would not work on a speculative proposal without knowing if the finalist fee would be enough to actually cover my heretofore time and anticipated travel expenses.

It doesn't say either in the RFQ or on the website.  Our policy is not to post calls without a fee quoted; or, if someone refuses to give a number, we list them as "volunteer" which may not be accurate. Too bad, because we have a number of muralists who would get very excited about this project.

The Steering Committee of the Glass City River Wall Project is seeking qualifications from artists to support the installation of an artistic mural at the ADM (Archer Daniels Midland) Grain Silo facility in Toledo, Ohio. It is our committee’s goal to sponsor this installation at the silos that grace the east side of the Maumee River, near downtown Toledo.
