I have always used Benjamin Moore exterior latex primer 
for the past 40 years. I have never had any problem with it here in New England.

I would also encourage describing the location/condition and discussing options directly with the manager of a local paint store or experienced a smaller hardware store.  They may have knowledge specific to your region or environment that could be useful. Underpasses in particular can sometimes have issues with water that runs down from the tracks or bridge above.  Jon Ponds has talked about tracing the path o the water and installing little custom overhangs or ledges designed to divert the water and run it away from the wall surface before it reaches the mural. There is a lot of great general information on the Chicago Public Art Group's website about community mural materials and techniques.
