Check with NCDOT. Florida DOT has two lighting levels. One for footcandle levels for existing pedestrian passages. Another for new pedestrian passages. IF you can't
find it, call FDOT lighting consultant Kevin Carey. He has put in the work to get Bill Fitzgibbons' project through FDOT.

The artist is being commissioned to create a programmable, permanent light installation to increase visibility and enhance resident safety. Safety of course is paramount, so I’m inquiring how I might determine the minimum lighting level requirement as it pertains to safety in tunnels?
Any suggestions and/or resources would be greatly appreciated.
