Broward County selects artists from a pre-screened roster when a project has very specific needs or there time constraints.

Thanks, Sarah. I had seen some of those when I did a search, but the SF and LA ones didn't seem to have any obvious online presence. I will look at the Chicago and SLC links.

There are indeed many communities that maintain prequalified lists.
Here’s LA County’s: https://www.lacountyarts.org/prequalified-civic-artists
And you can see information about San Francisco’s here: https://www.sfartscommission.org/node/864
Chicago: https://www.chicago.gov/city/en/depts/dca/provdrs/public_art_program/svcs/public_art_list.html
And these are just the first four that I found when I googled “prequalified artist”
