For what it's worth, Liz Cornish, Director of Bikemore, shared her perspective on sculptural/artwork integrated bike rack designs during this presentation from the Maryland Virtual Arts Summit last spring. The title should link to the youtube recording. 
Policy, Placemaking and Public Infrastructure:
Public infrastructure like signal boxes and bike racks are opportunities for creative placemaking. Artists and local experts discuss best practices and policies.
I'm also excited to see what other resources and references this request might bring up.

I am the arts and humanities coordinator for the City of Takoma Park in Maryland, and I will be issuing a call soon for artist-designed bike racks. If you've issued a recent call or know of one, I'd appreciate it if you would share it with me. I'm trying to anticipate all of the parameters and potential issues down the road so the call addresses them at the front end.
