Any type of paint product should be considered temporary. The benefit of traffic or pavement paint is that it's inexpensive. That said, it's hard to predict how paints will adhere to concrete. Some batches of concrete will be more resistant than others. If you only need the work to last 1-2 years, then a pavement paint could work, but without testing on that particular batch of sidewalk its hard to predict exactly how well it will perform.

Pressure washing and spot degreasing is necessary for any application.

I second the thermoplastic recommendation. Ennis-Flint markets their custom thermoplastic art as "Decomark". I've also created heavy duty, high fidelity typographic pavement art for playgrounds on asphalt and concrete using a commercial grade epoxy primer and custom tinted epoxy modified coatings, which provide a bit more flexibility than thermoplastic in the hands of an experienced pavement artist. These products can be applied for pedestrian to vehicular durability. I'm happy to provide additional consultation directly.

Oooh, that's tough. Sidewalk-type concrete is really rough and stenciling doesn't really last there unless it's protected from foot traffic, no matter how much you prime and coat.  Can you do a thermoplastic application?
