I work for a small town just outside Memphis TN who has almost no public art. I am working to correct that and create a % for Art model for CIP projects. But do I have a pretty limiting % for Art ordinance for Private Development. Ultimately only HUGE projects in specific zones will meet this requirement...which I can expect to happen perhaps every 10 years. I am looking for ways to entice the business sector to add artwork to their properties to help contribute to a culture shift. 

Does anyone have any examples or models of ways to sneak in aesthetic treatments on construction screening, window treatments or fencing? 

Does anyone have any experience in a municipal public art program matching businesses to produce temporary pieces on their property?
