Our municipality is interested in creating an artistic basketball court as part of an outdoor court's resurfacing project, so I'm trying to become educated on budgets and best practices for these projects with questions like:

  *   what are recommended materials/methods (colored concrete/substrate, or paint on top of the surface)?
  *   if painting must occur on top of outdoor court (as opposed to art as a part of concrete/substrate), what are recommended paint types and clearcoats?
  *   what are typical budgets?
  *   what are maintenance concerns & realistic lifespans for an outdoor art court in an environment with four seasons?
