Jana,
The City can add temporary artwork installations to their liability and property insurance for the timeframe they are permitted and installed on City property. If there is artwork that is damage or stolen a police report is provided, the artists (or third party) provides a cost to repair or replace and it is covered by the insurance claim. This applies to any amenity installed in the City.

6. The CITY will insure the ARTWORK for liability and property damage only. In the event that the ARTWORK is stolen or damaged by third parties, the ARTIST agrees to provide the City with repair or replacement proposals OR assign its rights to pursue third parties for damages/reimbursement to CITY, upon CITY's request.  The CITY is not responsible for damage caused by acts of war or major acts of nature including, but not limited to, floods and hurricanes, tornadoes and lightning.

Would those programs who do rotating sculpture exhibits, of either loaned or temporary artworks, please share their contracts. Specifically looking for how you handle responsibility if the artwork gets damaged during exhibition. Do you require the artist to carry insurance or take the risk, and does the program have the right to take down an artwork that is attracting graffiti, etc.
