We struggled with the “quality” issue, so we established a Muralist Roster to pre-qualify artists who are eligible to paint murals in the city. It has helped a bit.

Curious if the mural ordinance being proposed is for public property, or if the desire is to regulate murals on private property as well? Unfortunately controlling for “quality” can become a free speech issue. If the ordinance is for city property, that’s much easier to control.

 

A lot of cities murals fall under regulations of sign ordinances – which can be a good and also a challenge.

 

You might take a look at City of LA mural ordinance, they grappled with it for a good long time.

 

I think requiring some level of demonstrated community engagement in the decisions of placement, size, design would provide neighborhood self-determination rather than trying to find a method for government regulation that can be fairly applied and is not overly restrictive.
