In my experience one type of anti-graffiti coating does not fit all painted mural surfaces or situations.
Public art collections are both museum collections and municipal assets in open space, somewhere between the Louvre and a rental car lot. 

Collection managers must consider coating application, site access, reversibility, breathability, feasibility and cost for any municipality to consider.
LA County is three times as large as Rhode Island, with deserts, coasts and freeways, sand storms fire storms and air-borne particulate. There are many microclimates for the works of County art.

I recommend hiring one of the many local art conservation firms in the LA area to find what is best for your ability to oversee and fund the best practice for types of work.

Argh! So why not wax based anti-graffiti coatings? That is what the mural restorers use here in Los Angeles. Is it a climate thing? Does Coval have to be reapplied after graffiti is removed? We have found with the more permanent varnishes that they stick to the paint and eventually if cleaned too many times we see paint loss. Are Coval and Golden MSA reversible?

 

Please settle this anti-graffiti coating debate for me once and for all (sacrificial vs. non-sacrificial)…. I hope it is not an ongoing saga.

 

The LA County Arts Commission is currently developing a mural ordinance so anti-graffiti coatings are top of mind for me right now.
