Does anyone have any policies/guidance on transparency requirements for artwork on glazed surfaces (i.e. windows)?

 

My agency has a requirement that a maximum of 50% of the glazed surface area can be covered by art + the art can be a maximum of 50% opaque. The rationale behind this is CPTED. But in practice, it has had some pretty negative impacts on artwork, and as far as I can tell, this requirement was arrived at quite arbitrarily. It would be really helpful to know more about how others address this issue.
