I echo this sentiment. I would add that many of our direct hires come from experience knowing when this works best. For example, we have a rotating sculpture program downtown and have done many calls only to
get a very small response. Turns out there are very few sculptors in our area and those outside don’t want to travel. So, I have started contacting artists directly that I know do good work and we talk about a theme, location etc. Whatever the come up with
still needs to be run by a selection panel for approval but I’ve never had a panel deny a proposal that has been well thought out and within our budget. We lay out the scope and deliverables in the contract.

We do this all the time and rarely request proposals from artists before they are under contract. In some cases, we pay a shortlist of artists a stipend to develop a concept for the final selection, but typically we select a shortlist based
on RFQ and then the finalist based on interview with panel, with the addition of reference checks.
We do not ask artists to do unpaid work, such as developing a design proposal without a stipend, in any selection process.
In many cases, members of the selection committee stay engaged with the project and become part of a review team that meets with the artist throughout the concept and design development, which I think gets to your issue.
