Hi Ronda—
We are not city government, but we worked with our City-County Council to craft the attached ordinance that requires developers receiving city incentive funds for certain eligible projects to contribute 1% of the incentive amount to the city's Public Art for Neighborhoods Fund, or they can put public art of at least the same 1% value in their development in lieu of the contribution. It’s very new and we are still working out some procedures, but basically if they choose the in-lieu option they have to submit a public art plan for review by the supervisory body called for in the ordinance. Something like this could work for you.
