Even though we are not a city agency, we can usually get encroachment permit fees waived, and if there is a fee for the Regional Center planning team to review a proposal, that fee is usually waived as well if the proposal is coming from us.  If it’s part of a building project, the art is generally included on the Improvement Location permit and the building owner pays the fee, but it’s part of the fee for the entire construction and doesn’t cost them any extra if they get it done during the timeframe set for the building.  We do have to pay special event fees and street closing permit fees if those permits are required (they are lump sum, standard fees), plus any permits for electrical work at the regular rate on the permit schedule. Most temporary public art does not require any permits.  Murals don’t require permits either.  We have mandatory review and certification for projects in historic districts, but that review doesn’t cost anything other than expenses to mail out the required notifications to neighbors.

I am wondering how other municipalities handle permitting fees related to public art.  Are permitting fees waived?  If not, how are the permit fees calculated?  Or, is there a minimum fee in place to handle to actual costs related to document review and on-site inspections?
