The City of Jacksonville FL's Art in Public Places Program at the Cultural Council of Greater Jacksonville is seeking cost estimates for a Public Art Master Plan. I have listed the details below--any feedback and/or recommendations are greatly appreciated!

Details are:

Large city geographically-870 square miles
Population: 913,000 (Metropolitan area - approx 1,600,000)
Rivers running through city
.75% of $100,000 vertical city construction eligible for public art since 1997
Cultural Council of Greater Jacksonville, a non-profit, runs the selection of public art and Art in Public Places Committee
