It's great that your community is going to be working on a public art plan. Congratulations on getting everyone on board to move this idea forward.
If I may offer some feedback, the details listed below may not be the only items relevant to the cost of your plan. There are other conceptual and administrative areas that can impact cost. Some factors a consultant may want to know when responding to an RFP include:
1. How do you imagine using the plan? Are you looking for a plan that will provide a conceptual framework to guide the public art program? A document that lists locations for public art? What needs does the plan have to address to be useful to you?
2. Is the public art plan tied to another planning process, such as the development of an overall capital plan for the community, parks plan, etc? If so, will the public art planner have access to that team and the information they are gathering?
3. Does the city already have a public art plan? Did you follow it last time? Why or why not?
4. What is the minimum level of community outreach, community participation, and benchmarking would the city like to see as part of the plan? Are you willing to consider new ideas, programs, events that would garner broad support?
5. Who is part of the client team? Will the provide access to information and resources the consultant may need? Will there be on-the-ground assistance to identify meeting locations, advertise community events, etc?
6. Do you expect a final product that is printed, or a digital product?
I hope this is helpful. You may not know the answers to all of these at this stage, but getting some of this information together will help you do some planning work on your side that may lead to a better relationship with your consultant and a plan that addresses your needs.

The City of Jacksonville FL's Art in Public Places Program at the Cultural Council of Greater Jacksonville is seeking cost estimates for a Public Art Master Plan. I have listed the details below--any feedback and/or recommendations are greatly appreciated!
Details are:
- Large city geographically-870 square miles
- Population: 913,000 (Metropolitan area - approx 1,600,000)
- Rivers running through city
- .75% of $100,000 vertical city construction eligible for public art since 1997
- Cultural Council of Greater Jacksonville, a non-profit, runs the selection of public art and Art in Public Places Committee
