We did a roundabout project recently and our state DOT required a traffic study prior to installation. The roundabout itself had areas where the artwork and/or any landscaping had to be below 36” for driver visibility purposes. I would think each roundabout needs to be evaluated individually unless they all have the same layout and surrounding elements.

We have few roundabouts in Indianapolis, but there are tons in Carmel, IN just to our north and they are starting to put sculpture in them.

 

Here’s their latest installation: http://www.indyartsguide.org/public-art/beacon-bloom/  It is on the border between Indianapolis and Carmel.  You will notice that most of the “interest” is up high with very little blockage down at street level.  I believe that was deliberate.  I can put you in touch with the artist if you like, to see if he was given any specific instructions during the design process.
