Thanks Stephanie. The client is a municipality, and this is for a public park. My contact at the city works for the Parks & Rec department and is well-versed in playground materials, budgets, requirements, etc. I've appreciated list members bringing me up to speed a little so that I can engage in more informed conversation. I welcome more opportunities to learn about playground standards if anyone knows a good source.

One possible scenario that we are looking into is using a separate budget for safety surfaces, etc in order to maximize the art budget.

Fall zones and safety surface will be required if considered a play structure.  Depending on the size of your space, it would exceed your budget.

With that budget it might be better to work on a colorful surrounding and an interesting wall for kids with a big open space that allows them to use their imagination and play.
