I did a lot of research on this a few years ago, and it seems that for a loan fee you’d need to offer at least $2,000 for a 1-2 year loan in order to get artists from beyond your immediate area interested.  We have a program here (I don’t run it, though) that offers $5,000 for a 3-year loan period and it’s quite successful in drawing applications.  Depending on whether you can count on existing city resources or not, you’d have to budget at least the same for installation/deinstallation costs and you can either offer that as part of the package to the artists (so they arrange and pay for it) or you can perform that work yourself. Then there’s shipping/transportation:  some programs offer a separate stipend or reimbursement to the artists and others offer a higher loan fee so the artists cover it.

One non-obvious cost to think about is refurbishment.  Often the pieces that go to these rotating sculpture programs are shopped around for several years and they get a bit dingy.  Artists may ask you to cover some of the costs of repainting, tightening bolts, or partial refabrication if you are borrowing the piece.  You have to decide whether that’s an extra reimbursement, stipend, or allowance, or if you want to simply increase the loan amount you are offering to assist the artist in covering those costs.

Hello PAN Listserve,

We are getting a new viaduct in town and we got worked into the plans two sculpture pads.  I am hoping to start a rotating sculpture program with a call for existing work as well as eventually new work, if we can.   I need to submit a general budget for council to the enhancement funds pool.  Any resources you have in this area would be greatly appreciated!

In particular- general install and deinstall costs, stipend ranges for calls for existing pieces, hidden costs that are not obvious, etc.
