We created a good memorials (called monuments in the doc) policy in the City of San Jose, attached. It deals with subject matter, government speech, review process, maintenance, etc.

The Arts Commission here wants to venture into the memorial world which I think has a lot of drawbacks but nonetheless, do any of you have guidelines regarding the commissioning of memorials?
