No sure they deal specifically with local universities, but the Creative Communities Alliance (see link below) may be a resource for you.

Subject: Question regarding temporary sculpture programs and collaborations
Greetings,
A constituent Main Street city in Arkansas is in the process of establishing a public art/sculpture exhibition program. Their goal is to issue calls for the temporary loan of sculpture in designation locations for the period of 12 – 18
months.
Question: Have you any experience with, or knowledge of a similar program in which you have established a relationship with a local university art department whereby graduate students participate in the exhibition of sculptural work?
If so, will you share ideas on the collaboration?
Thanks in advance for any advice you wish to share,
Robin
