The City of Albuquerque 1% for Art Ordinance, adopted in 1978, is specifically tied to voter approved G.O. Bonds. The capital budget is established every 2 years and then 1% is ADDED TO the overall G.O. Bond
Program. The entire G.O. Bond package is placed on the ballot for voter approval. Our funding formula is critical as the 1% is added to the project budgets as an enhancement for, and not a penalty on, capital projects.
Our ordinance also has an option for revenue bond funded projects to add 1% for art onto those types of capital projects with only Administration approvals required (for enterprise departments such as Aviation
and Solid Waste), but they haven’t opted in for some time.

Subject: percent for art on a bond issue?
The City of Providence has recently put forward the
Art in City Life Plan - the City's first public art master plan. We were able to establish the plan due to a now 38 year-old ordinance that called for an Art in City Life Commission (established in 2016) and a % for art. Now that the plan is in place, we
are working with our City colleagues to finally implement the percent for art. Our Finance department is seeking legal opinion as to whether or not a percent for art can be attached to funds coming out of a bond - has anyone done this before?
