Joanna,

If you are attaching anything to a wall apart from paint you probably should be at least asking a structural engineer if they have any concerns. A very light sheet metal sculpture or even a fabric banner with gromments and cable attachments could do a lot of damage to someone's head or face in high winds or if it is caked with ice. Even indoors if something falls. As you are not an engineer I would recommend you DO NOT put in conditions as to when or when not to consult a structural engineer. You could expose yourself and the city to a lot of liability. I would always require at least a cursory review by a structural engineer. It would be $200 or $300 well spent.

Since most work will be ephemeral, I’d like to explain in the permit that this is only needed for works that__________ (Maybe exceed a certain weight or some other characteristic)

 

I will consult my Public Works team to see what they feel comfortable according to City codes, etc., but am wondering if in our field there is some rule of thumb that I am not aware of.
