I've done projects with federal, state, and local money and have had to convince the agency involved NOT to require any kind of performance bond.  If bonds are important, then they can contract directly with the artists' subcontractors and ask them for bonds. You can, alternatively, include other wording in the artists' agreements that in effect acts like a bond without the cash...and of course, commercial general liability insurance with a big honking umbrella will also provide the same kind of coverage that a bond would.

We require artists to budget their project with a contingency but we hold it--it's not distributed with progress payments unless they demonstrate that there has been a significant price increase and then it is released.  We also typically hold back a contingency that we can add in case of emergencies.
