Here are three places that came to mind:

1. Pittsburgh: The Workers by Industrial Arts Co-Op is not in a dog park, but adjacent to one. It is the defining feature of park. The park was being planned when the sculpture location was identified.  The site was formerly a riverfront parking lot along a trail.

Google images has some community contributed photos of the park that show more mature landscaping and dogs. 

2. Dallas: Bark Park Central is in the Deep Ellum neighborhood.  Here is the city's website for the park:  http://www.dallasparks.org/Facilities/Facility/Details/Bark-Park-Central-357  It is located under a highway and features several murals.  One photo here to show scale: https://photos.app.goo.gl/5L1xSVsw8zzYkJHE8

3. Tampa: Robin Nigh brought me on a tour of public art in her city, including the nicest dog park I have ever visited.  The website for the Deputy Kotfila Memorial Dog Park does not show the mural in the parking lot, but it has some nice photos of the park. https://www.tampa-xway.com/deputy-kotfila-memorial-dog-park/ .  Here is a photo of the mural: https://www.tampa-xway.com/deputy-kotfila-memorial-dog-park/.  Robin may be able to tell you the artist who made the mural.
