Has anyone had any luck with establishing a city self-insured policy for public art?

 

Many cities and universities have Rolling Owner Controlled Insurance Programs that provide workers' compensation and general liability insurance coverage for all contractors working on designated construction projects.

 

I wondered if any percent-for-arts programs have successfully made the case to extend this to public art?

Does your City offer low cost liability insurance for special events in your Parks and open space?  We have had some luck using the special event insurance already offered through the City for events like this.  Will your City Attorney accept a signed liability waiver from all participants? Dear PAN listserv,

 

We are acting as helpers in the conversation between city departments and a group of local needle craft folks who want to do a yarn installation, without having it be cut down because they did something that violates city codes.  It’s all going along well and the city department heads are in favor, but the issue of liability insurance during installation has arisen.  We’re not commissioning this work.  The City isn’t either, really.  We’re just trying to help this great group of enthusiastic people do something fun and creative, and follow city rules as best they can.

 

I’ve had the help of Lee Snelgrove in Columbia, SC who said their arts council, One Columbia, enters their insurance policy number on their zoning department’s temporary encroachment form.  Our board of directors might not support that for a project we’re not actually managing, being done by a bunch of volunteers.

 

I hate to break the news to these knitters that they might need to insure themselves, but maybe that’s the answer.

 

Does anyone have advice?  I thank you.
