I agree with Julia that solutions are likely to be local, but a national
conversation still seems valuable. A centralized resource presenting
approaches that have worked (or not worked) in various locations would
also be useful. In the next few years, a lot of people are likely to be
looking for guidance around this topic.
At the local level, three years ago, Baltimore invited proposals for
repurposing several empty bases, where Confederate statues had been
removed:

I'm not sure what happened with that process (I never heard back about
my proposals), but it may offer some insights for other locations.
Stretching the topic slightly . . . If anyone would like to read the
