Dear PAN,

We're interested in applying our Percent for Art ordinance to a broader range of municipal projects, as right now our ordinance applies only to "Capital Improvement Projects" - a term that is not defined.  Can anyone share useful, inclusive definitions for Capital Improvement Projects as you use them for PFA?  And/or procedures or examples of PFA being applied to projects not always recognized as CIP such as bonds, economic development projects, land acquisition, capital maintenance, etc?
