Arts NC has an official NC license plate  (https://artsnc.org/support/arts-license-plate/)
--it took years to get through all of the state approvals, but in the interim we also had a promotional plate.  This doesn't address the design competition part of your question--we had a consistent graphic that just had to get past a lot of approvals.  But if you are planning to do an official plate design, just be sure you know your state's policies and procedures.
