Hi John:
The City of Scottsdale contracts with the non-profit Scottsdale Cultural Council (dba: Scottsdale Arts) to manage and program certain cultural assets for the city, including the city’s performing arts center, museum of contemporary art and the city’s Public
Art program. The city’s Community Arts Grant program is also administered by the Scottsdale Cultural Council. Their agreement is a Management Services Agreement; here is a link to a PDF of the most current MSA:

This recent audit of their contractual relationship might provide some helpful insights as it references other city’s public/private relationships:

Subject: [Americans for the Arts] Seeking other nonprofits under contract with Cities
Hello Colleagues,
I’m wondering if any other cities contract nonprofits to fulfill LAA services such as grant making.
If so and if you’re able, share your contract or help me understand the nature of your relationship: your recognition versus the city’s and other obligations you have. Thanks.
-John
